A second passport from Dominica is the best value in the Caribbean, period. It’s also the best second passport anywhere in the world near this price point. If you’re considering purchasing a second passport, give Dominica a close look.
First, let me explain how we value a second passport.
The best second passport is the one that offers the most visa-free travel options within your budget. The more visa-free options, the more valuable the passport as a travel document.
Also, the more visa-free countries a passport gives you, the higher it’s ranked by non-visa countries. A second passport from a highly ranked country makes it easier to get a visa to enter the top tier nations.
For example, if you have a passport from India, which gets you into only 58 countries, it will be difficult to qualify for a visa into the United States. Sure, many Indian nationals have 10 year US visas, but it’s a long and difficult process.
Conversely, if you have a passport from Panama, which gets you visa-free into 142 countries, it will be simple to get a 10 year US visa. All you need to do is show a few thousand dollars in a bank account, a job in Panama, and ties to the country.
Of course, there are other more personal considerations when valuing a second passport. For example, if you really want to live in St. Kitts, you might be willing to pay a higher price, or invest in their putrid real estate market, to gain that citizenship. Assuming you don’t want to live in the country that grant’s your second passport, then price vs. visa-free travel is the only metric that matters.
When I say Dominica is the best second passport value, I mean the best passport for purchase. Dominica doesn’t have an investment option, so I don’t compare it to the St. Lucia Bond option.
- There are investment options written into the law of Dominica, but there are no approved projects or investments at this time.
- If you invest $500,000 or $550,000 in five-year government bonds, you will receive a second passport from St. Lucia. However, government and legal fees are high. Depending on how you value the opportunity cost of lending money interest-free to the government, you might decide that St. Lucia is a better deal than Dominica.
To compare apples to apples, a passport from Dominica gets you into 141 countries visa-free, including all of the European Union and the Schengen Region. A passport from St. Kitts gets you into 156 countries visa-free, also including the EU and Schengen Region.
The purchase price of a passport from St. Kitts is $250,000 and the price for a passport from Dominica is $100,000 (for single applicants). Government and legal fees vary by country of origin. Bottom line is that a passport from St. Kitts is at least $150,000 more than Dominica.
Because both include visa-free travel to the Schengen Region of the European Union, and neither gets you into the United States or Canada, they are comparable. St. Kitts is obviously a better passport, but I don’t believe it’s $150,000 better.

Here Are The Costs For A Second Passport From Dominica.
What I call the purchase price is referred to as the “donation amount” in government documents. Donations are used by the government to support (1) building of schools, (2) renovation of the hospital, (3) building of a national Sports stadium, (4) towards the promotion of the offshore sector, and (5) to improve tourism, information technology and agricultural sectors.
The donation amount is based on family size as follows:
- Single Applicant: $100,000
- Main Applicant and Spouse: $175,000
- An applicant with up to three dependents (Applicant plus spouse and two children below the age of 18): $200,000
- An applicant with up to four dependents or more (Applicant plus spouse and more than two children below the age of 18): $200,000 (plus $ 50,000 for each additional dependent).
Legal and Professional Fees:
The costs associated with the application process are as follows for persons from low-risk countries, such as the United States, Canada, UK and EU:
Single Applicant:
Professional, legal and all government fees: $25,000
$1000 Processing fee
Due diligence cost – determined by due diligence agency and dependent on a number of factors including countries of residence etc. This is usually $7500 for the main applicant, $4,000 for the spouse and $4,000 for each additional applicant over the age of 16.
Family application (Married couple and maximum of two children under the age of 18 years)
Professional, legal and all government fees: $35,000
Due diligence cost – determined by due diligence agency and dependent on a number of factors including countries of residence etc. This is usually $7500 for the main applicant, $4,000 for the spouse and $4,000 for each additional applicant over the age of 16.
Individuals from restricted countries will pay a premium for any second passport application. Most premiums are $12,000 to $25,000 based on your country of origin and family size. If you have a visa into the United States, Canada, UK or EU, you might avoid this premium.
